Special Containment Procedures: SCP-9594 requires no active containment, as all permutations of SCP-9594 are reversed upon the conclusion of study. The reversal process requires retrocausal prevention of the action which initiated the studied permutation. It is currently unknown whether the consensus version of the September 11th attacks are a result of the effects of SCP-9594.
Proposals for subsequent permutations are to be submitted to the Temporal Anomalies Ethics Board for review. Approval is generally granted.
Description: SCP-9594 is a self-reinforcing temporal loop centered on the terror attacks of September 11, 2001. Any attempt by any temporally-capable party to prevent the September 11 attacks results in a corrected timeline in which the attacks occur with the following consistent variations:
- The World Trade Center complex is architecturally larger than in the prior iteration.
- The civilian and structural casualty count exceeds the prior iteration by a factor between 1.4 and 2.8.
- The geopolitical fallout is proportionally more severe.
SCP-9594 was inadvertently discovered by Foundation researchers in 2005, following developments in time-travel technology. Following the discovery and reversal of Permutation 002, SCP-9594 was formally classified, and its continued study was approved. Researchers were given authorization to test SCP-9594's loop through iterative intervention. Each resulting permutation was similarly approved based on the assumption that the loop would remain reversible.

The following log lists all known permutations of SCP-9594. The Temporal Anomalies Ethics Board approved all interventions on the basis that the prior permutation had transformed into the current baseline, and that the resulting timeline could be corrected by subsequent temporal intervention if necessary.
SCP-9594 Permutation: 002
Action Taken: MTF Delta-94 ("Burger Kings") were deployed to Boston Logan, Newark Liberty, and Washington Dulles on 09/10/2001. All nineteen identified hijackers were detained prior to boarding.
Outcome: The World Trade Center comprises two buildings and has 116 floors. The attacks were carried out by a backup cell of twenty-three hijackers that no intelligence agency in the prior permutation had ever heard of. 3,412 deaths.
SCP-9594 Permutation: 003
Action Taken: Foundation-directed sniper assassinated Osama Bin Laden in Khartoum, 1996.
Outcome: The World Trade Center comprises two buildings, both having 124 floors. Attacks were carried out by a successor organization calling itself "The Fifth Path," founded in 1997 by a man named "Osama Bin Laden's Cousin." United 93 successfully collides with the U.S. Capitol. 5,880 deaths.
SCP-9594 Permutation: 004
Action Taken: Covert Demolition of both World Trade Center towers on 08/21/2001, disguised as a structural gas failure.
Outcome: The World Trade Center Freedom Complex now consists of three buildings, each with 140 floors. No record of demolition exists in the resulting permutation. Coordinated secondary strikes in Frankfurt and London were successful. 19,441 deaths.
SCP-9594 Permutation: 005
Action Taken: Full retrocausal intervention: The original nineteen hijackers were replaced in utero with Foundation-controlled assets, all of whom were raised from birth in isolated facilities and conditioned from age three to abort the operation.
Outcome: The World Trade Center Freedom Complex now consists of four buildings, 180 floors each. The Foundation assets carried out the attacks, with post-incident interviews indicating that none of the assets remember the Foundation or their conditioning. 62,337 deaths.
SCP-9594 Permutation: 006
Action Taken: Foundation agents began reforming the United States zoning law in 1927, which prohibited the construction of any commercial building taller than 40 floors.
Outcome: The World Trade Center now consists of forty-seven buildings, each exactly forty floors. This structure occupies most of Lower Manhattan and extends into Brooklyn. All buildings were simultaneously attacked by an equivalent number of aircraft. 138,441 deaths.
SCP-9594 Permutation: 007
Action Taken: Retroactive intervention that prevented the development of organized religion. All prophetic figures known to have existed between 200 BCE and 700 CE, including those who replaced the original figures, were relocated to a Foundation-controlled agricultural commune in what is now Estonia.
Outcome: The World Trade Center is now a widely regarded place of worship. Humans are either atheists or members of a single global faith centered on the building's daily operations. Attacks were carried out as acts of ritualized suicide, written into scripture to occur on 09/11/2001. Participation in this rite was universal and entirely voluntary. 252,681 deaths.
SCP-9594 Permutation: 008
Action Taken: Foundation geologist intervention, leading to the island of Manhattan being subsumed by the Atlantic Ocean by 1957.
Outcome: Manhattan is now a submerged reef. During construction, the World Trade Center was relocated to Newark, New Jersey, where it now consists of a single, continuous megastructure that occupies forty-eight square miles and reaches 412 floors at its central spire. Attacks were carried out as scheduled. 412,880 deaths.
SCP-9594 Permutation: 009
Action Taken: Retroactive prevention of the United States of America's founding. Instigators of the colonial rebellion were executed by Foundation operatives in 1773, and no successor nation was established.
Outcome: The World Trade Center now exists as a supranational architectural entity that spans the entire eastern seaboard of North America. It is administered by the British Empire, which also still exists. Every commercial structure on Earth is legally classified as a satellite office of the World Trade Center. Attacks were distributed globally in proportion to the amount of World Trade Center square footage leased. 383.9 million deaths.
SCP-9594 Permutation: 010
Action Taken: Foundation operatives retroactively suppressed the invention of the skyscraper. Elisha Otis's safety elevator was sabotaged in 1852, and all future attempts at safe, vertical construction were rendered impossible by operatives.
Outcome: The World Space Center, a continuous orbital ring structure, was constructed between 1974 and 1998 by a global coalition of countries. This structure encircles the planet at an altitude of 340 kilometers. Attacks were carried out by four hijacked space shuttles and one commercial airliner. 932.5 million deaths.
SCP-9594 Permutation: 011
Action Taken: Retroactive prevention of manned flight. The foundational work of Orville and Wilbur Wright was suppressed. Along with that of Konstantin Tsiolkovsky. Werner von Braun was redirected into dentistry.
Outcome: The World Trade Center now consists of the planet Earth, with the moon as a satellite office. All human beings on the planet are legally classified as tenants of the building and have been since birth. The attacks were carried out by a vaguely airplane-shaped asteroid approximately 6.7 kilometers in diameter. Casualty figures pending, Earth destroyed.
